About the ECP
The European Chamber of Concessionaires and Public-Private Partnerships (ECP) is the European organisation representing entities, operators and organisations involved in the development, financing, management and operation of infrastructure and public services through concession and public-private partnership models.
Established as an international non-profit association (AISBL) under Belgian law and based in Brussels, the ECP was founded with the aim of providing a common voice and stable representation before European institutions for a sector that plays an essential role in economic development, territorial cohesion and the well-being of citizens.
Concessions and public-private partnerships are a well-established tool in Europe for the development, modernisation and efficient management of public infrastructure and services. Through these partnership models, public authorities and specialist operators pool their capabilities and resources to design, finance, build, modernise, maintain and manage infrastructure and services that are essential for citizens, ensuring their quality, sustainability, resilience and adaptability to new economic, social and technological challenges.
The ECP serves as a permanent forum for meeting, cooperation and knowledge exchange among operators, sectoral associations, experts and institutions, fostering analysis, reflection and the formulation of proposals that contribute to improving the European framework for concessions and public-private partnerships.
Role and objectives
The ECP’s role is to promote the value of concessions and public-private partnerships as effective instruments for the development of sustainable infrastructure, the provision of high-quality public services and the achievement of the European Union’s strategic objectives.
We advocate a model based on cooperation between the public and private sectors that enables:

The importance of concessions and public-private partnerships
Europe faces unprecedented challenges, including infrastructure modernisation, the energy transition, digitalisation, sustainable mobility, strategic autonomy, climate adaptation, and the need to mobilise significant public and private investment. In this context, modern, efficient and results-oriented public procurement is essential to strengthen the EU’s competitiveness, resilience and territorial cohesion.
Concessions and public-private partnerships combine the planning, regulatory and supervisory role of public authorities with the technical expertise, innovative capacity and operational efficiency of specialised operators. They facilitate long-term investment, foster innovation, and support the development, modernisation and sustainable management of essential infrastructure and public services.

The founding members of the European Chamber of Concessionaires and Public-Private Partnerships (ECP) are:

Spanish Chamber of Concessionaires.
These organisations share extensive experience in the fields of infrastructure, public services and concession models, as well as a firm commitment to contributing to Europe’s economic and social development.
The ECP aims to progressively integrate operators, associations and entities from other Member States with the aim of building a platform that is truly representative of the European concession ecosystem.
